Yes, after reviewing it. Depending on its state, I'll recommend gradual improvements or a rebuild rather than adding fragile layers.
Which tool or framework do you use?
It depends on the content, features, team and future maintenance. I prefer the simplest solution that meets the long-term need.
Is SEO included during development?
Technical foundations are: semantic HTML, speed, indexability, metadata and structure. A full editorial strategy is a separate piece of work.
